Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of contrasting events captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are issued from various governments. Significant resources is allocated on containing specific proposals. By night, the Kremlin clearly shows the world that, for them, military action persists as the key method for achieving "peace".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is capable of detecting rocket firings from enemy soil, a capacity provided through timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons streaked across the sky – sophisticated military planes delivered to Ukraine by NATO members.
Shortly after, Kyiv's air-defence systems engaged: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through Western nations. Every deployment jolts you unexpectedly, shaking the windows. The instant of fear quickly transforms into sober acceptance: perhaps the approaching threat won't strike its target this time, protecting urban areas from devastation and further power outages.
Ongoing Risks
Following this, a large-caliber weapon engaged a drone in the vicinity, part of a defensive team – almost certainly imported technology. Sadly, the shots failed to hit the opposing UAV – it maintained course toward its target.
With pauses, this persisted until dawn. Kyiv faced the early updates: seven people killed, devastation and heating outages in multiple buildings as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's essential dependence on international aid – a dependence that European nations are demonstrably unable to fill in the short term.
Ineffective Peace Efforts
The detailed framework from American leadership provoked deep reactions, controversy and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new proposal from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually achieve victory. This pattern will, certainly, endure.
Tactical Assessments
It is tempting to accuse certain parties of consistently pushing Russian terms. But that does not seem to be the entire situation. US administration operates on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration believes that it is unrealistic to compel Moscow to surrender the land that it currently occupies in Ukraine's occupied territories.
The issue is that while accepting these circumstances, American administration does little to prevent Kremlin actions, through words or deeds, from assuming that the status quo will not evolve additionally in its favour in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding people and territory but preventing a complete military breakdown until circumstances change in its favour.
Present Conditions
Objectively, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: personal goals to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not switch to internal issues. And although their mission will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a only one week to eliminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all did their job.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to change the course of events, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, largely rely on ongoing international assistance.
